My house doesn't have one on the inside, pain in the arse.  So I also have to turn it off outside (metal cover in the pavement) outside your property.   Usually the tap if a down  the hole a bit.and covered in dirt, crap  and water and when i do turn it it still doesn't turn the water properly, keep meaning to ring thames water so look at it.

Good Luck anyway and check if next door got a seperate one (they should have if not one inside) otherwise you may turn off your neighbours too.  (quite funny if there having a shower)
