LG Viewty has a decent camera. Not sure how much it is though as mine was free on contract and I'm assuming you're after PAYG.

I just got an LG viewty - it has a very good camera Dave but it is pretty hard to use and takes a bit of getting used to - although admitley I am slightly thick
The best thing is it has a little fish that swims around on the screen and you can control it
