don't think so. It's a small fry radio group in the grand scheme of things, he's more into Recruitment and IT publishing (combining the two to make money). I think he has a stake in the Telegraph (well a google search shows a Simon Arber registered with a couple of million shares).
Remember though, it's only a hunch based on a few facts. He's turned them down before, not sure why this time would be different but it's the only name with anything to make it stick I can come up with.
