All parties will try stunts like this in order to gain votes in their election campaign. Thats just how it works.
Its dog eat dog in politics and not pretty. Hillsborough and terracing in football grounds has always been a strong topic for discussion so they know this will turn heads and play on it if they have to. Not saying its right or wrong though.
