If you have turned off pop ups in your web browser I suspect it's something to do with your internet security program if you have one

If you can open your internet security program e.g. norton and go to (usually) privacy settings or antispam setting or something like that. You can fiddle with the settings to either allow that website or turn off the pop up blocker completely for the meantime.
