Maybe upon getting all 6 numbers these 24 people realised the corrupting influence of money on human nature and how far it had become removed from it's essential role as a transfer of energy, then ripped up their ticket.  That's what I'd do.

even if i thought that a massive amount of money was a bad thing i'd accept EVERYTHING the lotto people gave me and then give some of it away to charities i'd want to give to.
