This is the quote according to Total Sport Swindon (assuming they've quoted him accurately) "We’ve lost 12 players from last year and have managed to bring in 11 for 50% of what those 12 left for." That's (subtly) different from saying the budget is 50% lower. |

Said the 11 in are at c. 50% of the cost of the 12 out (both including loans). |
