Nowhere near the worst players in our current squad, let alone "of all time"

I think to be in a Hall of Shame you need to excel in either shiteness or wankerdom, ideally both, otherwise we're going to have loads of players who were just out of their depth/not very good.

May I propose Messrs Rose and Hutchinson from recent years.

But yes, a nice TEF Hall of Shame sounds good.
