I'd guess it's something to do with Cathedral cities, given the presence of Lincoln, Exeter, Peterborough etc? But tbh I'm clutching at straws

Nope - none of the above. Not even close. Its nothing to do with geography or cathedrals. You can get the answer just from staring at the table, you don't need anything else.
