Thankfully reading the article confirms this isn't likely to happen:

"In order to be exempt from some of the changes, councils would have to demonstrate that it is 'not technically or economically practicable' to collect different forms of recycling waste separately"
Another get out clause would be that they are able to demonstrate there would be no 'significant environmental benefit in doing so'.

Not inclined just saw the story and thought it may be of interest as it would affect the majority of us if it gets approved by the government. The story is also doing the rounds in various outlets so doubt that's it's clickbait.

We don’t generally have bins here, the council provides bags for general waste & recycling.
The only bin we have is for garden waste & you have to pay extra for that

It's been many years since we last had bags and like you we have the option of s green waste bin ATM an extra cost of £60 per year although that would be "free" if the new proposal gets passed.

because kids are less likely to assess the risks of just walking out - especially for any cars who did not see them approaching the crossing (plus drivers are prone to being stupid).

It's merely a proposal that can be opted out of if councils aren't set up.
Sorry to be a bore but the frequency a news item appears doesn't add weight to it's veracity or the way it's presented. Perhaps it's not clickbait, but IMO it's not honest reporting of the situation, as you've come away from the story/picture with the intended "WTF" outcome and no clear concept of the actual substance

Now I am back commuting into London taking 5 hours out of my day (that's not a gripe, it is what it is) I fear I might be contributing on this thread a fair amount!

The other day on the way home - after about Milton Keynes when the carriage thins out a bit - a women decided to start watching something on her phone without any headphones, almost oblivious to the fact there were still people in the carriage. This type of practice definitely seems to be happening more, it's definitely not the first time I have seen it recently.
