I don't think anyone is saying it's a bottom third budget now are they? That quote relates to Clem's second season (the Sandro/Lindsay season) where frankly, the squad looked a whole lot more bottom third than this one does.
Just seems to be a bit of a recurring theme for some people...

We may not have even made the playoffs without him. We could have done a lot worse than him and got some good form out of it. 9 goals in 23 appearances. His form has plummeted since I’ll grant you

It was too sporadic, every now and then he performed well and went missing for the next 4.
Playoffs he had three chances to finish the tie, though I don't blame him for the penalty miss I suppose.

None of us know, but it's pretty clear we don't have one of the biggest budgets in the league (Sam M mentioned that MK's is 2.5x ours, but an enormous outlier in the division) nor one of the smallest. Beyond that I'm not really sure what the argument is here.
With all due respect Sam is also pulling figures out of his arse. He doesn't know MKs budget any more than I do.

Like everything else on this subject both are just speculation, but Kilkenny was signed from a Premier League club where he'd had a pro contract for 5 years since the age of 19. He'd have been on a good wedge and had played 40 odd games at Championship and League 1 level so probably had other options, so it's a good bet we had to make him a decent offer. There was no Ollie factor in those days either.
