I think generally with L2 budgets there are a couple of big ones and then 18 or so within a small range.
Sam M said yesterday that MK's this year (and PDCs in 2010, without adjusting for inflation even) is 2.5x ours now, which would put ours about 2m and those around 4.5m.

If it helps, that capology site has too much variance in its accuracy even at the higher levels so I assume it’s accuracy/reliability lower down the leagues is even more random

Ok, cheers. 12th is midway out of 24 teams, not bottom third, though. I'm not sure how you deduce that as towards the bottom of the League.
I guess the 4 that went up all had bigger budgets so, assuming the 4 that came down will have smaller budgets (I don't think that is unreasonable, looking at those teams), then that puts us about 8th, which, more or less, ties in with the Capology site.
Well if you consider last seasons transfer deadline increase took us to 12th using Holloway words, which means that before that it was clearly bottom third. This seasons budget is lower than last seasons, Sam M has said that, Holloway has said that so that likely drops us back down the league. The infamous interview with SDM that got pulled said our budget is bottom third. This will be Morfuni’s 5th season, other than under Garner we’ve been nowhere near even challenging for the playoffs so clearly the budget alongside poor management of the playing side hasn’t been anywhere near good enough. There may not be that much in it between the mid-table teams budgets in this league but at absolute best ours is mid-table. Morfuni is clearly reliant on the Holloway factor to create a competitive team capable to of challenging at the right end of the league for once.

Which proves that point that budget is a considerable indicator of likely success, but by no means a cast iron guarantee. Sustainable success requires a healthy budget.

Money helps sucess, but its not the only thing, and as Morsehead has suggested, it has the least influence in league 2.
The higher leagues more closely align with playing budgets
