Does anyone have any idea how this ruling works?

Presumably this doesn't cover loan spells? or it's an international thing.  I've never really heard of it before, but it seems to have been in the news a bit recently.

I think Mascherano's lawyers argued that European employment law took precedent over FIFA regulations so he was allowed to play for more than 2 clubs.  I don't think the FIFA ruling covers loans.

i am assuming that it's an international thing (because FIFA are getting involved) that states that anyone moving cross-confederations cannot then move to another club within 12 months. probably something to do with maintaining some integrity in the work permit system.

i might be totally wrong but consider that andy monkhouse (for example) has played for three different clubs in the past 12 months. and besides, i would imagine domestic issues would be dealt with by either the FA or UEFA.
