I think secretly Wenger knows he is a shit manager. The only reason he's still in the job is that he has assembled a UEFA cup team on a shoestring; he thinks that if he really went for it and made the couple of signings that would elevate a normal team into the top three, then the team would still do badly but the board would have justification to sack him because he'd wasted their money.
