That's becauase it's much easier than it is to get 2/3 or 3/4 than it is to get 2/2 or 3/3.

I did right out a full maths explination but I realised that a lot of it was a bit over simplified. Look at the lottery and how it's easier to get 5 and the bonus ball (still matching 6 balls) than it is to get the first 6 correct. In fact it's 6 times easier.
