I'm guessing he can only depart once he shows up.
So until he shows up he cannot depart.
This could go on some time. Especially if he doesn't show up to be in a position to depart before he maybe shows up for his trial and then gets locked up. He then won't be able to show up to depart till he is released. If you get me drift ..............  :)
