I don't like the idea of finances dictating league positions. I'd rather stricter regulations were put in place forcing the clubs over spending to cut their budget and have a strict regulated salary cap proportional to their profit. So they can't over spend and pay their debts off with the rest. Then harsh punishments for breaking this. If teams going into admin were relegated you'd get so many phantom promotions. Despite starting the sentence "I'd rather..." you haven't actually proposed an alternative. In Germany, clubs that can't prove they're solvent aren't even allowed to start the season. We'd be Premier League in no time. Most clubs don't make a profit. If you meant to say revenue it'd have to be retrospective, by which time it'd be too late anyway. Then factor in the delay between a season finishing and clubs publishing accounts and it would be meaningless. Any club that has enough points to survive a 10 point reduction has spent money they didnt have on a decent squad for the division they are in. Not being relegated is unfair on those that spent within their means.
I'm not so sure about arbitary salary caps as % of turnover, there are too many ways round it for it to have any meaningful consequences.
