Because green wickets favour seamers too much and don't produce good cricket or good cricketers. The sub-standard quality of wickets during the 80s and 90s was one of the contributing factors to England's poor performance, thankfully pitches like this one are few and far between. Most English Test pitches are perfect - seamers on top day 1 and early day 2, batsmen's heaven day 2 and 3 and early day 4, spinners on top at the end of day 4 and 5.
