As the original post... Steve Bruce: A Premier League winning English captain who would've got more than a few caps in todays international scene.

There are loads of players that could possibly apply for this.

A more recent one would be Jermaine "Nic Nic" Pennant based on ability alone he should have had a cap although with his attitude of old t's understandable.

Peter Noble must have been close just after he joined Burnley, rave reviews at right full back.
