I reckon this is people moaning about kids banging the stand or seats (which plenty of people whine about on here) rather than people shouting or cheering. The safety bod knows nothing about football, as they often don't, and thinks people are complaining about noise in general, or at the very least forgot to say "stop banging the bloody seats".
