Go to your regional and language settings in control panel and change the keyboard settings. Be thorough, as there are four places you need to change it. It's the 2 one the first tab and the details button on the languages tab and the unicode options on the advanced tab. Not quite sure how to cure it but the quick fix is that the @ has simply swapped places with the ". So type shift + " and you will get an @.
