I can't see the FA taking action against the club (and thats any club in the Premier), clubs will fight any such action rigorously in the courts these days, can only see fines being dished out. There's a HUGE difference between having enough evidence to arrest someone and enough to charge them.... There's now been something like 10 people arrested in this investigation yet no one's been charged (yet).
