It does seem like he was genuinely interested, in a sort of teenage boy anti-social sort of way.

Under the anti-terrorism laws I don't think you need to be charged to be held for a few months.

It may be entirely innocent, but you'd have to be stupid to order this stuff in today's environment. Also the authorities would be stupid to ignore it.
