It states that standing areas like in germany are perfectly safe and its better to have these than have people stood in seating areas which is unsafe!

Grounds are decentley segregated now, so i dont see why terracing isn't brought back.

They readily accept that other events held at football grounds have people stood constantly but wouldn't use that as an example stating theta football fans didn't behave the same. Basically, a long report all but stated they still thought fans were hooligans at heart and giving them an inch would mean an instant return to rioting. Title: The Return of Standing???
