Couriers lose things. It's not exactly a rarity.

The discs should never have been sent using that method. It was a breach of protocol/procedures. In any case the data should have been strongly encrypted and thus unusable to Joe Public.

Leaving aside the question of quite why the NAO would need the full extract including all personal details anyway.

and what you seem to have ignored is that there is no way of proving that - could have been nicked from the Internal Post system for example, at either end.

No it wasn't; it was sent in the normal post; it was supposed to go with a courier.

They are not even sure if it was sent to the right address so they could be anywhere; they've been searching for 2 weeks and can't find them so not much chance of them turning up anytime soon.
