So in effect it's true to say a final offer was never made, it's just the reasons why it was never made have been omitted. I'm sure I'll be corrected soon enough if I am mistaken. Largely, although it would probably be more accurate to say that several informal offers were made and it was actually made impossible to proceed to due diligence (from which a formal offer could have been made) due to the £1.2m "entry fee".
