i also think there might be an allowance that you can include 3 players over 21 years old in the squad but at this point i'm probably getting mixed up with netball or rounders or something like that. still doesn't explain why 21 year olds are allowed to play in the under 21's though... I know player like Rooney and Owen broke through earlier, but would they get more experience playing in under 21 championships etc giving them better grounding for when they graduate to full international level? Would also give the under 21's a better chance of winning stuff. As that can take up to two years, it means some players are 23 by the time of the tournament.
