Ideally Suirey and Middlesex, but a problem of massive Test grounds, so Surrey and Kent and Middlesx and Essex.....Warwickshire and sadly Worcs. Durham and Yorks.
I'd throw out Glamorgan on the basis they're Welsh. So Lancs would stay....that would give you 10.
