I still think its a problem with the laptop Scot.

2 different ipods, each with the same fault ?

1. Is this a new install or has it just started doing it?

2. Does the iPod look OK, or is there anything appearing on the display, e.g "!"?

Conversely my sisters nano needed the device reset/reinitialising procedure to get it going again.

However if it has never worked, and it is the second ipod to do so, then as you say it is far more likely to be the laptop

How old is the laptop Scot? Does it have USB 2.0 capability?

Might be worth getting a powered USB hub, it might be that your mobo can't cope with the power demand of the iPod.
