Post by: Amir on Wednesday, November 1, 2006, 15:40:45 Local councils always try and spend their budget each year because if they don't then it will get reduced, so I don't think prudency generally applies. Friends of mine who worked for the council said they generally had to stretch a day or two's work over a whole week, and if it started spitting the ganger made everyone sit in the van.
