How about a min and max for each lane. Lane 1 (50-70mph), Lane 2 (70-90mph), Lane 3 (90-150mph).

You mean like Germany ?  Where they have this and also the safest (i believe) motorways in Europe ?

The fact is that modern cars are far better equipped to go faster than the cards were when the 70Mph limit was made....

The trouble is that not all drivers are capable of handling a car at high speed......

Maybe if all drivers were required to undergo some form of "high speed" training - then sensibly we could have a motorway system that (when traffic allows) goes up to 100Mph ?

Going back to the argument about improving roads, it's quite widely believed that improving roads does not ease congestion, but instead encourages their greater use. This is why many cities in developing countries have massive road networks which are constantly packed. For example, Cairo. The city became too congested so they improved roads in and out. The improved road access to the city centre (coupled with the construction of satellite towns) led to an increase in traffic and thus did nothing to reduce congestion, despite massive improvements in public transport provision.
