Yes - both clubs must liaise to set the prices for the match and the away fans can be charged extra if they agree to that. Edit: The point about agreeing different away fans pricing needs to be negotiated, we could set across the board prices ourselves (it used to be they had to be negotiated even if we proposed flat rate).

I would imagine that the FA has enabled the home team to vary away fans pricing for this very reason. Clubs may have extra costs to accommodate the away fans that they wouldn't normally expect in the League where it is all planned for.

No, we have to give them 15% of the capacity, unless we can provide an argument to not hit that mark - Arsenal regularly provide <15% when they play big Prem teams at home in the FA Cup on the grounds of policing costs. Presumably, us lower league fans are better behaved.
