TBH I think this is a much better idea than boycott, because for the boycott to be effective you'll need most people not to go and unfortunately this won't happen. Also it'll look like we just don't care (by not turning up) and it'll be put down to xmas shopping etc.

Mass civil disobedience that creates publicity is the way forward imho. You'll only need a few to use the whistles for it to be effective.
