The rules state "A game will be called a draw if the difference between the votes is 5% or less than the total number of votes." 5% of 73 votes is 3.65 votes and the difference was less than that so it is a draw. This means that by a miracle of miracles, Algeria could end up in the last 16 from being bottom of the group and without a win until the last game.
