At the risk of speculating about speculation, a team making a better financial offer to a player does not neccessarily mean that they have more money/a higher budget than us, it may just be that they value that single individual higher than we do. If we were bidding for someone as a backup player, we may not want to pay what a team with a smaller budget would pay for a key first teamer.

Guess work on my part but think it’s less about budget and more about % of budget.

For example Johnson could be Walsall break the bank marquee signing who is their top earner and is eating up a massive % of their wage bill.

Having an 80k budget with 20 players on 4k a week against a 100k budget with 30 players on 3.3k - is still a lower budget but also still able to outbid.

Wrexham, Notts County, Walsall, Mansfield, Stockport, Bradford, Doncaster and MKD to name a few IMO based upon current squad depth from last season + new signings.
