Maybe the problem isn't so much that people who used to go are no longer going... that is always going to happen, whatever business you are in. People move on, go and do other things, and aren't able to go so often. That's a fact of life.

I think that the problem is more that the club are not attracting in new fans... which is very difficult when the team does not appear to be doing well.

I also think that a big part of this is Sky TVs positioning of football, where you can watch 3 or so games a week. If you were living in Swindon, had children who were interested in football, and were not an existing Swindon supporter, would you start taking them to the CG, or line Rupert Murdoch's pocket? No brainer in my opinion. If you don't think so, imagine moving to Hartlepool or somewhere like that, and ask yourself the same question.
