I recommend a weekend in Brugges, or any other Belgian city really, as a remedy to your current opinion.
I went to a fine bar in Ostend some years ago. Excellent beer menu. It was run by a ... Rovers fan!

A few years back in Szczecin (western Poland), 9 in the morning in Feb waiting for a taxi, minus 10, I gave a drunk a decent hand-out. Holding a can of Mocne, he'd asked for money in Polish, German, Russian and finally English.

Any drunk who can panhandle in 4 languages is OK by me.

All the above beers, and plenty more decent ones, usually available in your local sklep for a quid.
