What about the Dublin Regulation (which has been ignored by certain countries in the current crisis)?

The Dublin Regulation is awash with caveats to the point it makes it untenable, not least due to human rights legislation. For example due to a court ruling in 1999 France was found to not be a "safe place" to send refugees facing persecution.

The then home secretary, Jack Straw was found at the time to have acted unlawfully in ordering three asylum seekers to be returned to France...

Maybe not quite the right place for this, but here's a conundrum. 

Tonight in my local is a fundriaising event for Empower the Gambia, a Swindon based charity.  However the president of the Gambia, has just declared it is now the Islamic Republic of the Gambia.  He wants funds from the Saudis, Qataris etc, aid from the EU having dried up due to human rights issues like FGM.

The Gambia, up to this point, was broadly secular, and very reliant on tourism.

So the conundrum is.... will a donation be a simple act of kindness, or a prop towards a potential failed state?  Hmmm
