I ordered something online, the merchant has billed me for one item but today I have taken delivery of two (in one box).

Do I send it back? Or do I keep quiet and hope they don't ask for it back?

What does the dispatch note say? If it's just one, that's what they have on their internal systems and then it's a moral dilemma rather than anything else.

I bought a pool table recently, should have come with 2 cues as standard, for reasons unknown to me I now have 8, from 4 separate deliveries. I shall not be complaining about random incompetence..

IANAL but, my understanding is that if you receive something in the post/ courier etc. that you haven't ordered, advise the company that sent it so they can arrange collection. No collection within a reasonable time (or specified time but I CBA to search the regulations) then the unasked for item becomes yours.
