So, in that case, Liverpool would need to better Man City's goal difference. Meaning it's not out of their hands at all. But they have cocked up.

If City win their game in hand they will be at least 9 goals better off with 2 games to play.

I'm not sure how this can be construed as in Liverpools hands but each to their own.
