We've already had the meltdown about 'agents running the club'.

Turned out that this simply was not the case and the signings that were recommended by agents were the ones that worked out.

As I understand it he is the one that the club uses to do all transfer business though, the player get's identified with the help of Phil Spencer's contacts, he makes contact with the club and then player has his 'chat' with Paolo and Wray & Spencer are involved in negotiations to sign the player agree fee and wages

Or at the other extreme, he could be like whassisface at Donny last season who was pretty much directing their entire transfer policy and (allegedly) had a massive say in selection for the team as well. Which would probably be a worry.
