Quite a few (but perhaps not as many as some would think) have qualified for a winners medal, if indeed we won the division.

Benson
Bodin
Caddis
Cibocchi
Connell
De Vita
Devera
Ferry
Flint
Foderingham
Jervis
Kennedy
Kerrouce
Magera
McCormack
Murray
Ridehalgh
Ritchie
Rooney
J. Smith

Don't substitute appearances count ? - I thought that might have been why he was on the bench recently.

No, you've got to play.

You can come on in the 92nd minute 10 times over a season and win a medal yet you can play 7 full matches and not get one.

I don't know what the FL are like for special dispensation? The PL are quite lenient when it comes to reserve goalkeepers and players with season ending injuries, if the club can make an argument that they were integral.

Doesn't look like the number of games played criteria is used any more:

At least 39 medals then plus the manager and coaching team and the tea man. Around 60 should do.
