My pc is acting like a twat. All of a sudden it's not scrolling pages smoothly, instead it kind of 'judders'. This happens whether I use the scroll bar or hold and drag with the mouse.

Any ideas?

Most likely it's your display drivers.

Re-install them. Should do the trick.

If you don't know how, get jj to do it.

I think the PC is fine, but you may have Parkinsons.
