You don't actually have to talk to anyone if you don't want to. It's the very definition of open-ended sandbox
Plus if they annoy you you can whack them in the face with a hammer. Quite cathartic. The terrifying thing about Skyrim is the sheer quantity of mods available - about 75% of them are to do with giving characters more/better tits and arse mind, but there are so many you literally couldn't play them all.

Little article on the bloke who does the cartoons for the sunshine room here. What more could you want. Also, though I think this has been mentioned before, jobbing comedian and ex etonian Ivo Graham is a town fan.
