One that would get quickly swept up as "mere horseplay" or something I think politicians have learned not to make jokes since Liam Byrne's famous "sorry there's no money left" became official Tory party campaign material for the next ten years.

The regulations only say that "you should not travel outside your local area" to exercise. They don't say how you should get there. There is no prohibition on driving to somewhere to take exercise. https://www.gov.uk/guidance/national-lockdown-stay-at-home#exercising
