It proritises network tasks, and ends up limiting your bandwidth. I think that's right anyways....doesn't do any harm and you can turn it back on just as easily

Not sure if it's the same on 2000. I will give you the instructions in the hope that it works....
Go to network connections. Double click your LAN connection and go to properties. There should be a tickbox next to QoS Packet Scheduler - uncheck it
