My torrent is blocked.

Just as the title says.

I have recently moved and torrents are blocked from the gay ISP that I have.

Will a proxy free server solve it? If so how do I do it (utorrent).

If not a proxy server then is their something else I can use.

Or am I just fucked and have to fork out for another ISP?

I am currently on a wireless network supplied by the building management.

It's more likely that the router is blocking it. Unless you can get someone to open the correct port up in the router you're pretty buggered.
