Personally, I think the best thing to do first would be to get the press on our side.
If the whole 'project' is thrown into the public domain via the press then more people are likely to sit up and take notice. This way you may also find people may approach the consortium, rather than them having to approach people themselves.

The more people that know about the plans = the more support = the more ideas = the more potential target investors.
Remember ................ it is easier to get 8 targets to invest 0.3 mill than it is to get 2 targets to invest 1.2 mill
With regards to the media frontage I feel that both Paul and Mike are the perfect people to deliver the message through the local media.
