Has been given a contract extension according to the official site.

Who did the club have to apply to though to extend his stay?

They wanted to extend his apprenticeship.  Think a player can only be an apprentice for 2 years, and Caton's had 2 years.  Since his second year was lost to injury, Town've applied for him to be an apprentice a little longer.

Yeh, I think it means we don't have to give him a proper contract but we can still tie him to the club in some way.
