Audacity will do for simple chopping up.

What about more complicated stuff, music production?
I've heard that Fruity Loops and Logic are the best bet, with Fruity Loops being the most simple way in. I've got the summer off and fancy learning to use something along those lines.

Fruity Loops is superb. Anyone can use that with ease as it has a relatively short learning curve. Logic (Mac only) is not particularly easy to pick up and requires much more time to do stuff.
I'd suggest downloading FL Studio or Reason for an all in one out of the box solution.
